Koen Versmissen

Koen Versmissen has been specializing for over a decade in policy making, research and consultancy in the field of identity and privacy. His strenght is the rare combination of a strong technical background, formidable knowledge and experience in the field of privacy and personal data protection, policy experience and fine writing and presentation skills.

Koen is a mathematician and computer scientist with a PhD from Utrecht University. From 1999-2008 he was employed at the Dutch Data Protection Authority in several policy and management jobs. His main field of interest at the Dutch DPA was e-government, and within that field especially everything having to do with identification and authentication. In his supervisory capacity he has contributed to and issued advise on a number of Dutch e-government programs covering issues such as the establishment of a government PKI, the establishment of government databases with fundamental data, the introduction of a national identifier, the introduction of a government eID, the introduction of an electronic national identity card and the use of biometrics. In his last two and a half years at the Dutch DPA Koen managed the policy section responsible for the supervision of private sector compliance with data protection legislation.

From 2008-2009 Koen was employed at the e-government cluster of Capgemini Consulting Netherlands. There, among other things, he was the principal contributor to the design of an infrastructure for online authentication of companies and other organizations for e-government, and drew up a report for the Dutch Ministry of Economic Affairs on the validation of electronic signatures from other EU countries.

Koen has been officially recognized as an expert in the field of privacy and data protection by the European Union, DG Justice, Freedom and Security and by the European Network and Information Security Agency ENISA.

From 2005-2008 Koen was a member of the board of the Dutch Biometrics Forum.
